Bonds and Clemens will both be inducted.They were great enough before using any PED's to have made it. The voters may exclude a number of others that were just average or slightly above average players before using HGH or steroids. But for those who used it only after establishing themselves as amongst the best, the path to Cooperstown will not be blocked. Bonds only used because he was pissed that inferior players (McGuire and Sosa) were getting so much glory after using. He wanted the adoration for himself. Clemens used it basically because he wated to be get back the ability father time was slowly taking away. but he had already established himself as one of the greatest (if not THE greatest) pitchers of his generation.
