Like any pastry, the quality of paczkis entirely depends on the skill and knowledge of the baker. Go to a great bakery, and you will likely be able to obtain a great paczki, just as you likely would be able to obtain a great eclair, napoleon or cupcake. Go to a mediocre bakery and the result will be less than satisfying.
