Madigan spends, Quinn agrees.

While I liked Quinn before he was Governor, he always claimed he was looking out for everyones best interest, then he became the Governor de Facto and he has done really nothing that Madigan has not let him do.

But for him to think Moodys will figure it out due to some public statements is one of the dumbest things I have ever heard a political figure say. Like they dont have an annual professional auditing review system.

I used to think he opposed some things because he was smart, but now I can only guess he just didnt understand them.
