Great catch! I googled it and found this on Gamespot, "GOTY editions only come out if the game wins GOTY, this one did not"

Bought this game cheap last week for something to play online with a friend of mine. All I can say is WTF? That's it?
Way too many times getting dropped from the multiplayer games. Loading time when going to different areas was ridiculously long. Sound (from other players) would come and go for no apparent reason. Oh yeah, then there's the actual game. Nice enough idea. Seems to have most of the ingredients for a solid game. Unfortunately, it plays as if they needed another year to work out all kinks. 1000s of guns, leveling system, different character to be, tons of skill and add-ons to the characters... too bad you finish all the missions about half way through leveling up. Not fun enough to go back and play the same missions with other people just to level up. Disappointing, but at least I didn't buy this one new.

I guess I give them props for making a funny game with really interesting cel shading artwork. Is it the best shooter? No. Is it a great story? No. But for folks who like to explore and level up... yet are a little too impatient to play a 100 hour RPG, this ain't a bad game. I found it a pleasant surprise and thought it was one of the surprise games of 2009.

I was pleasantly suprised with Borderlands...granted, the bosses battles left much to be desired, but it kept me entertained for quite a while...
