He did manage to negotiate the Camp David accords and then negotiate after being President with North Korea. If he was tasked with following the orders of a competent president, I think he would have been an above average negotiator.

Domestic policy and messaging totally eluded him. He was dealt a bad hand but managed to also play it horribly.
