I'm so glad you mentioned that spot. "My job is to see what goes on before it goes ON the air," is the line.
1) wrong emphasis. I would interpret it to go "what goes on before it goes on the AIR," with "air" being the new word introduced, and critical, because he's a PD for a radio station.
2) How does correcting his nearsightedness improve his ability to approve programming in a non-visual medium? Maybe this is a piece of the puzzle.
