He was the head of a much smaller school district with no nexus to Emmanuel/Chicago who had received poor reviews throughout his tenure. Does this sound like a guy Emmanuel just had to have to fill a strategic cabinet position? Of course not. They paid him more money than he ever could have hoped for and told him to be a battering ram for a couple of years.
