Heritage takes $1 on sports
Bookmaker takes $1 on sports
I'm sure others do as well
5Dimes takes 25 cent part wheel wagers for horses

At Xpressbet if you wish to deposit a dime and placed a dime super bet, they'd let you.
I believe Twinspires has a $10 minimum, and I'm sure TVG does as well.

didnt mean horse racing wagers, I am aware most horses take $2
