Disney had been considering locating Disney World in a few other locations--Niagara Falls, New Orleans, South Carolina--all of which made more sense at the time in terms of accessibility/tourism. Florida, especially central Florida, in the 1960's was not a place many wanted to live-in or visit, pre universal AC.
Disney offering to turn 50 square miles of snake and gator infested swampland into a tourist destination probably seemed like an impossible thing to the locals at the time. So letting Disney do whatever it wanted with central Florida swampland no one wanted didn't seem like a big deal: "You want to be king of nothing and nowhere? Knock yourself out".
