Being that I am viewing Ch 2 for the first time in quite some time, have they always had MONSTERS commercials? Or is this part of North's master plan to triple the ratings.

It's the first time I've ever seen one.

They might be trying to replicate the big bounce they got from being on at 10am Super Bowl Sunday which surprised me greatly at the time.
