the authoritative party is seeking future leverage for when the time come to lay down the hammer on a guy. if merriweather does this shit again, he will get a big suspension and there wont be any reason to give him a break. the courts do this all the time. you get a speeding ticket all you have to do is show up to court and you get an automatic reduction in the fine. but if you then go speed and kill someone, youre really fucked and your lawyer wont be able to get you out of anything.
