It's kinda a "where does the buck stop?" type thing. Paxon's been the guy ultimately responsible since 2003 and hasn't delivered a championship. He was a somewhat successful GM until he decided that he wanted a more cushy job- enter Gar Foreman. This is a truism in life: anytime there is someone of perceived value that doesn't want to -or can't- deal with something, there will be a sleaze ball who will try to step in and say "I got this, don't worry yourself." Then that sleaze ball will kiss up to his 'superior' while acting like a self promoting tyrant, as (s)he tries to divide and conquer his (or her) subordinates. Thus said subordinates (coaches/players) stop pulling on the same end of the rope and (in accordance to the environment created) adopt self serving agendas. The end result is a clusterfuck where the only real concern is the deflection of responsibility- as opposed actually succeeding at the task at hand. Unless Reinsdorf steps in and fires everybody, or Paxon bothers to give a fuck, the Bulls (and America) will continue their painful slide into mediocrity.
