This is BS. Teddy is the CEO of the Bears. The GM reports to him, so he is responsible for football operations. The Bears are a fucking football team after all. What else would he be responsible for? Ted is as close to family as he can get, and family owned businesses dont usually let others have complete control over their business. There is no way in hell that they let a 37 hear old rookie GM have complete control. No way.

Agree, its day to day operation the guy will get. Sure he will have a budget, but the guy still will need to get checks cut and ted will need to sign off on them.
