Actually, I'm not. Kerry Wood's 3.70 ERA is based mainly on his own performance vs. the men he faces. A team's average runs scored is created against myriad different pitchers. The argument only comes up when someone is apologizing for a shitty losing pitcher using the average amount scored by his team as the reason he cannot defeat opponents with regularity. Kerry Wood's ERA is created against a myriad of different batters.
Fractions of runs are not possible, whether you are a pitcher, batter, or team.
But I'm not arguing that a team that score 3.7 runs per game isn't a better offense than one that scores 3.5 a game. I'm arguing that it shouldn't show up in a single game vs. a guy that is supposedly a top pitcher.
