There are only three possibilities:

1. Maddon was tired of managing the Rays and just wanted out. With no jobs open other than the Twins (which he didn't want and Molitor likely had the job anyway), his choice was sitting out a while and/or doing TV until another job opened up in a year.
2. He thought by opting out, he would be such a hot commodity that there would be interest from teams that would fire their existing manager.
3. The Cubs tampered.

3 seems most likely.
