The Tribune had Brian Cassella name under the photo. He was just on with B&B. So it was his shot. The Daily Herald credited John Starks for taking the picture.
Like I said, it's the exact same picture. Not similar. The same. How can this be?
The pictures are very similar but not exact. Take a good look.

It's a newspaper. It lines the bottom of a bird cage tomorrow.
It's not an Ansel Adams print.
Besides, the papers share almost everything nowadays.

The Times, the Daily Herald and the Northwest Herald all have the same Hub stuff.
