Many people were saying the money the Cubs forked over to sign last year's draft picks was a sign of their commitment to building a farm system. However, under the new CBA, there are rules in place to punish teams for doing what the Cubs did by levying fines and taking away draft picks.
So the question is: Did the Cubs do that last year because of commitment, or because they new the new CBA would make it difficult to sign people in the future? And with these new rules, how will it effect the Cubs development plans?
