Been that way forever. The States Attorney is elected. He/She will not just drop or reduce 1st degree murder charges in 99.9% of the cases. The Defense has to go to trial. The States Attorney, be it Daley, Devine or Alvarez does NOT want bad publicity. If a Judge or Jury tosses a murder case and the defendant goes out and commits another murder or other horrific crime, The States Attorney faces the media and can say: "Don't blame me, I tried to put him away last time".

For every bad cop, there are 10 good cops in the City.
I think these people go on the job with great intentions.
The absolute horror these folks see makes them cynical and jaded.
It would make ANYBODY cynical and jaded.
That being said, I did cross examine some of those infamous Homicide Dicks out of Area 2 and some out of Area 1 that I knew where outright lying.
The system will never be perfect.
