There's something flawed with a survey that has Cleveland #1.

Unless, like the Nationals, there is a lot of negative reaction from the teams own fan bases.

Didn't read the article (yet)... is it necessarily hate towards the Nationals or indifference? That would seem to be more like it for the Nats, I would think.
