Obviously Sacramento is one. I have Nets second followed by the Bulls.

Of course not. The Knicks easily surpass them. Getting lucky with the Prozingis pick is their only good move in the past decade.

Hornets have been abysmal at drafting. They're worse. Bulls are bad, but they probably aren't in the top 10 here.

Kings/Knicks/Nets are top 3, but the Bulls can't be far behind. The Hornets are a mess, but you can at least envision a way out. The Bulls are going to be stupid like this forever.
