You get the rare exception, and Panarin may well be one, but most owners are loath to give up severe draft pick compensation and, more importantly, pay market value for cost-controlled players. It's quite possible that no unmatchable offer ever comes in at all.

Doesn't matter. They can't afford Panarin so the draft picks are cheap replacements.

If a bad team breaks the bank on Panarin and cedes back-to-back first-round picks, you never know, but it probably won't come to that. No team is giving their first, second, third, and next year's first for one guy, even Panarin. If they have the cap space to spend over $7.1MM a year on Panarin, they probably have the dreaded "internal cap" and can't afford to lose four draft picks, especially two firsts.
