It's not just a matter of coming to a full stop, before making the right hand turn. You also must yield the right of way to oncoming traffic in the right lane. It's incredible how many dumbasses fail to yield the right of way and just think they can go, after making the stop. then they turn right in front of a vehicle coming in the right lane, that has to hit the brakes and/or change lanes, to avoid an accident. Make a full stop, yield to oncoming vehicles in the right lane and THEN make the right turn.

And actually raise the amount of accidents in the intersection. You don't even need data on this(but there is), common sense is enough. Yet it's ignored right here in Chicago. I suppose you could say there's blood on politicians' hands.
