I don't know. My guess is that the arrest warrant which was unsealed today is a bit different than the administrative request made by ICE to hold Garcia Zarate for deportation when he was originally arrested in San Francisco on the old drug charge, and the local authorities will facilitate the federal warrant.
He was not caught in San Fran. He was in the Fed BOP,San Fran as his time in the federal system was running out asked for him so the could prosecute a local charge. They dismissed the local case. His red time was up and they let him go.
Plus,this guy was trafficking in heroin. He was around guns.
