This is a different argument like I suggested earlier to JORR. If the debate is just about capabilities between a rebel group and the state then i find it difficult to believe the former can triumph over the latter, assuming the state has no problem using the full extent of its power and might.

If we assume the state collapses under the weight of shifting alliances and mutiny or whatever then sure the landscape changes, but the goalposts shifted. Even still I don't think this scenario supports the idea that an armed population provides a check on the state. It just means that whoever has access to state power - whether by law or by seizing it - has the upper hand.
