Small business owners usually "take care of" a variety customers - usually when they think there is something "in it" for them as the owner.

Maybe it's comping a regular to ensure their continued patronage, maybe it's letting ladies in free in order to get the guy's $$ in the building - or maybe it's to cops in order to feel "protected". It's not as crazy as some people are trying to make it seem.
