yeah Chuck's in Burbank/Darien which I frequent has a DAY of the week for discounts for teachers, military and I believe health care workers . thing is, they PROMOTE these days , as in they are out in the open for the public to see

I can't speak for the proprietors of any other small businesses, but I know that at my restaurants all cops, firefighters, Navy S.E.A.L.S, and guys with gigantic heads eat for free.

I suggested nothing about how often or frequently I go to either place.

I suggested that one of them made a wink-wink, non-posted offer to me in an attempt to get me to go there more frequently. I'm not a cop. But there was something in that transaction that benefitted me and the shop owner.

in all of your examples you're trying to equate cops/firemen with other discounts given by saying it's basically an incentive for the person (cop or otherwise) to return to the business. the implication being that regular joe returns to spend more cash and that mr. cop returns and instills a feeling of peace and tranquility in your business.

Not sure how many times the point has to go "wooosh" over your head. The shop owner gave you a freebie so you'd come back. Cops/Firemen receive freebies because they're cops.
