Chief says they're in "negotiations" with another (or the other) shooter, and have been for 45+ minutes, which has included exchange of gunfire ... "the end is coming", he's "going to kill more of us", "bombs all over the place in the garage and downtown" ... sounds like quite the loon (the other suspect) ... they're not certain they've got all the suspects they should ... he reiterated that there are four, not three, POs deceased.
