I think it is safe to assume that the Card owner, and said user of the card had a previous relationship. If this was pure fraud the procedure is cut and dry. This is probably why we the car dealer can't help with much and we are supposed to bash them on social media, as if this will solve the problem.

I would claim ownership of said car as you have provided majority of the price so far. Have the dealer repo ti and be done with it, stop the drama mama.

File a report with the police for identity theft. I think you have to do it in the town the crime was committed.
