As a result of the probe, the city and the Justice Department, which began investigating the CPD in December 2015, have agreed to negotiate a reform plan that would be overseen by a federal judge, Lynch said in Chicago.

“The resulting deficit in trust and accountability is not just bad for residents — it’s also bad for dedicated police officers trying to do their jobs safely and effectively,” Lynch said.

“With this announcement, we are laying the groundwork for the difficult but necessary work of building a stronger, safer and more united Chicago for all who call it home.”

Friday’s announcement comes more than two years after the fatal shooting by Chicago police of 17-year-old Laquan McDonald, a case that spurred protests and reforms and helped fuel a national conversation about police officers’ use of deadly force.

In a 161-page report released Friday, the Justice Department said Chicago police officers:

• Shot at fleeing suspects who presented no immediate threat

• Shot at vehicles without justification

• Used less-lethal force, including Tasers, against people who posed no threat

• Used force to retaliate against and punish people

• Used excessive force against juveniles

Not excusing anything above, but does anyone else feel... less than great about third parties determining whether or not a threat was posed in a situation they were nowhere near?

(Obvious exclusion is people running away)

Sure it's less than ideal to have to bring in an outside third-party to investigate pretty much anything ... but the situation obviously warranted it, so 'ideal' is pretty much out the window.

I mean, people solve murders and thefts and causes of death that they weren't present for all the time ... examining witness and police statements, looking for patterns, and I'm sure more than a handful of current and past police officers were willing to share a tale or two on the QT, along with whatever else they do in investigations like this, are probably plenty enough to get a pretty good understanding of the day by day, if not perhaps the hour to hour, workings of the CPD.

There already was one police super (that I know of) forced to resign aver this topic. Applying logical thought to this report shouldn't government officials be resigning? The mayor? In other areas we would not be too keen to give the bad performing people a chance to be in charge of reforming the problems they presided over.

Not saying that. I am saying that I think the focus and energy being spent on it is out of proportion to the problem. Where are the marches or press conferences from PUSH or Pfhleger over the kidnapping? With the cops that got gunned down here in Florida this week I have not seen Obama give a press conference on it? Not even that weasel Josh Ernest has said anything about it. They seem to busy giving each other medals and hosting parties as they leave.

By your logic why should Obama give press conference over a few cop shootings, that seems out of proportion to the problem. What's a few cops compared to all the people killed in Chicago on a weekend?
