Politics aside, more a question for the dozen or so legal minds.
It seems to my ignorant self that it would've been better to have called together a Commission rather than a Prosecutor.
That's b/c I'm guessing this prosecutor, like any other, basically has to "ignore" crimes committed that are out of statute, even though they might well inform about more contemporary offenses ... whereas the Commission would be under no such obligation to respect statute.
If true, then I'm not quite sure how to reconcile this (superficially) good news.
If not, then let's remember IANAL, and tell me what part(s) is/are wrong and why.
