This is a stupid myth that has been around for as long as I can remember.
Earth's gravity is related to is mass and distribution of mass not its axis.
In other words, your broom will stand up when properly balanced any day of the year.

The reason that witches are depicted as riding broomsticks is that certain hallucinogens were most effectively ingested through mucas membranes but caused nausea when taken orally. Women would slather the end of a broomstick with the hallucinogenic balm and consume through their nether regions. The flying part is the euphoria felt through the hallucination as well as the sexual gratification.
