Same applies to Baltimore, New Orleans, Memphis, Detroit, Milwaukee and St. Louis. Your weak soft-on-crime democrat leadership invites these kind of people in.

Where else is better to be a serial killer than cities where police departments are under immense pressure from city government to massage stats by classifying almost any death that isn't blatantly a murder as accidental? Serial killers probably kill fifty people a year, but as long as they're not shooting or stabbing anyone nobody even knows these people were murdered.
