They were drafting by mid 60s. The birthday lottery was set up later.

Yes it did. They only draft people in times of war. Otherwise they take only those that enlist. That is what made Vietnam so controversial. They concealed the severity of it from the public during the mid 60's (that is how I know that they weren't drafting) it wasn't til the late 60's that they began drafting and that's when a lot of the protests started.

The military draft brought the war to the American home front. During the Vietnam War era, between 1964 and 1973, the U.S. military drafted 2.2 million American men out of an eligible pool of 27 million.
