They are admitting to giving up, at least partially. If you go to detroit, you officially have the right to just keep driving if a cop tries to pull you over. "unless the car is fully marked" which of course is easy to tell at night with all those lights in your mirror.

all i can say is wow. people think chicago needs the national guard... detroit needs the mafia to return order!

I do know that Dan Gilbert, Quicken Loans boy, is buying the place up at a rapid pace and moved 1700 employees there, moved his HQ there
