Can I restrict one computer (with its MAC address) to accessing just one website through the router?

Right now I can set this restriction on a Windows 7 computer using the family settings but to save money I am thinking of purchasing a Chromebook. It does not run windows so I believe I would have to do this through the router.

The router is also used for public access so I do not want to blacklist stuff. I just want to whitelist one site for this particular computer.

I realize someone savvy can change the mac address or do other wacky things but that is not a concern for me. I just want to stop the average jamoke from visiting any other site besides the one I whitelist.

Furthermore, this location has ATT Uverse so I cannot put DD-WRT on the router.

Thanks,

There's an extension for the Chrome browser that might do the job:

also, if you already have windows hardware, you could save money and run a version of kiosk linux on it:

The Chromebook, BTW, also runs Linux.

Anyone use the Chromebook for anything other than browsing? I assume it doesn't have the horsepower for running an IDE, but given how everything is getting cloudy, I won't be surprised to see more happen for developers to code and run in the cloud.

Not a lot of horsepower, but, y'know, they can do real work. In the same way the Pentium I could.
