What do you expect from an Illinois lottery?

But I'm sure that the lottery officials are still getting paid, while they winners are left with nothing.

It's the same state that gave you how many former governors and representatives that landed in jail?

Now you can add a President of CPS to the list of crooks. Great role model for the kids!

Saw they are now delaying those with $600 or more in winnings (it was previously $25k and up). It really is amazing...if a private company refused to pay raffle winners and was still taking money for new bets, they would be shut down and the owner thrown in jail.

We need to start over with everything---local, state and federal government. The people in power are all corrupt.

I despise the city council and mayor of Wheaton where I live. Right now they have a cozy relationship with the mobile phone companies through their lease agreements to station cell phone transmission equipment on city property. The truth of the matter is that the mobile phone network that we're all being exposed to is sickening us all through harmful exposure to electromagnetic radiation. It affects our thyroid glands, inducing B-12 deficiency, which can lead to a host of health problems, including cardiac and neurological. Yet, the city governments greedily take the money from mobile phone companies, ignoring the risk to public health, when by Illinois statute according to the municipal code, the same governments have a duty to secure pure air for the people. They can't be doing that if their are partnering with Big Telecom to emit electro-magnetic radiation into the environment.

Bottom line is the mobile technology is flawed. When was it ever a good thing for humans to be exposed to radiation? It's not natural. But the government lies to us, saying it's ok because such radiation does not heat tissue, that is, it's non-ionizing. Fuck them. One day people will wake up and realize that mobile phone radiation is as bad as nuclear power and asbestos. The whole network should be scrapped, and we should go back to land lines.

Correct, so its not that they cant pay it. It is that this is what the law reads.

This should be revised, the Lottery should be a private company...maybe 2 or 3....that pay a hefty fee to the state each year.

Get this money out of the hands of the politicians.

The lottery IS currently run by a third-party company, and that company is about to be fired for falling short of their revenue projections. I do agree, though, that if it is fully privatized it should be more than one company.

EDIT: I guess the termination already happened, except that under the agreement, the company that was managing the lottery will continue through 2018 :roll:

I think I read that the law actually says that the winners must be paid before every other obligation. And if you think about it, that makes sense. Who is going to play if they're not getting paid? I'm sure this has to be killing their numbers. Gambling is a business based completely on trust and the belief that you will be paid.

Seriously, shouldn't somebody go to jail for this. I know nobody stole it for personal use. They used it for state stuff.

Still, that lottory money should always be in a pile ready to be paid out. Somebody made the decision to take it. That somebody committed a crime in my mind.

I am aware it is managed by a 3rd party, but that money just gets dumped into some bullshit "education fund" that is borrowed from like a dieing wealthy grandparent.

It is the cash cow of every part of the state government. It does say all funds will be used for education, but it doesnt prohibit everyone from borrowing from it.

Just another BS scam.

Here is the situation right now.
rauner will not sign a budget with out some fixes the biggest being term limits(he is not budging on that one) and right to work stuff with the unions.
The Legislation Dems have enough votes to pass the budget however they want with out Rauners signature but they want it so they can use him as a scapegoat when people are pissed off about the tax hikes and all the other shit. Rauner will not play madigans game and says the same thing over and over, pass it with out me you do not need me I will not sign with out some fixes.

Madigain if it where not for the friendly news media here in Chicago would and should be being shown as what he really is, Senator Palpating. Guy is a Sith Master. Evil to the core. Only way anything is going to happen to him is if a Republican gets into the White House and then his Dept of Justice goes after him. No way his daughter is.

Chas, Rauner hasn't even proposed a balanced budget himself, and for all the talk of the "liberal media", where is the media asking him WTF term limits have to do with the 2015 budget, and forcing him to answer. Yes Madigan sucks. We all know this. Brucey is pissed because he thought he could come in and be Scott Walker and now realizes he can't. You want term limits? Propose a bill and have the legislature vote on it. You want to bust unions? Propose a bill and vote on it. None of his must haves have anything to do with the budget, he's just found a convenient hostage. Only the scientists on the government payroll. The International Association for Research on Cancer (an organization under the WHO) in 2011 classified cell phone radiation as possibly carcinogenic, meaning cancer causing. In 2015 the International Journal of Oncology wrote in a mobile phone research study that cell phone radiation should be reclassified as probably carcinogenic. Many other university professors and scientists have come to the same conclusion, that RF radiation is dangerous to humans.

The current exposure limits were set by the FCC in the Telecommunications Act of 1996. That was 20 years ago. The output of the mobile phone network has become much stronger since then, while the whole industry is unregulated. And the FCC is not a scientific body of any sort, rather their regulations were bought and paid for by the telecom industry, wanting to shield themselves from liability. According to the Act, a person or city cannot even challenge the granting of local permits on environmental grounds.

Isn't that the problem? Madigan is Speaker and controls which bills come to the floor for a vote. He's not going to allow bills to come up for a vote that would change his and the Dems hold on power in the state, like any bills containing term limits or busting unions. It doesn't matter what Rauner proposes, if rejected by Madigan.

He controls what comes to the floor (just like Boehner does) but he doesn't control what gets brought to committee.

Also of course he would bring it to the floor, he knows it would never pass. Which is exactly why Rauner is making this a PR battle.
