Illinois motorists may soon be the victims of their own good behavior. Drivers in the Land of Lincoln have been improving their fuel efficiency and driving more hybrid and electric cars that lessen their reliance on gasoline. As a result, the state revenue from gasoline tax is falling.

With more than $2 billion in summer construction projects planned, state legislators are scrambling to find a way to pay for the road repairs. One prominent state senator proposes scrapping a tax on gas for state residents and replacing it by taxing drivers based on the distance they drive.

Residents would pay 1.5 cents per mile driven under a proposal made by State Sen. John Cullerton (D-Chicago). Mileage would be tracked and monitored by a transponder-like device installed in vehicles. Motorists who believe such a tracking device raises all sort of privacy concerns would have an alternate option of paying a flat $450 tax per year, or the equivalent of 30,000 miles driven.

Make no mistake, the law would punish owners of green-friendly vehicles. "The Prius owners are the reason we need the bill," Cullerton told The Daily Herald. Further, gas-guzzling vehicles would probably pay less in taxes overall because the 1.5-cent-per-mile tax would be cheaper than the current taxes they pay at the pump.

It's a significantly different approach than the one lawmakers are using to solve transportation-related shortfalls at the federal level, where President Obama has proposed a $10 per barrel tax on gasoline that would raise money for infrastructure repairs and, ostensibly, incentivize drivers to purchase more more hybrid and electric vehicles.

The Illinois "Road Improvement and Driver Enhancement Act" would not go into effect until 2025, so drivers would have considerable time to prepare for the law. An executive committee within the Illinois state senate is expected to debate the merits of the measure this afternoon.

Illinois isn't the first state to float such a plan. Oregon actually implemented the first pay-by-mile program in the United States last year.

How will they differentiate between miles driven in Illinois and miles driven in other states? I guess if it is a transponder it will know when you go to wisconsin or indiana?

it does make sense to do it per mile... and as someone mentioned, trucks do a lot more damage to pavement than cars do so that needs to be considered in a formula that calculates the tax.

you have no idea how much my dick hurts only when i walk from my car to a door. i need that space.

i would be all for a mileage tax if you eliminate the gas tax. they already know where we are at all times anyway... who cares. why am i paying more taxes just because i buy more gas? what if im using it to burn peoples houses down? how does that hurt roads?

These motherfuckers are all so incompetent. Just raise tax on gas by a penny a gallon. It's the easiest and most efficient tax to collect, it generally charges by usage, and it gives benefit to those who drive fuel-efficient vehicles.

All these are taxes just create more bureacratic bullshit. I just got a bill in the mail for 1.5 years of property back taxes on my car for the state of Connecticut even though I haven't lived in CT for 1.5 years. This shit is never run fairly or efficiently. Just tax gas.

After your emissions check up you can swing by one of the states 15 convenient vehicle usage reporting stations. Wait times less than 90 minutes!

Or skip it and we can pretend you drove 30K miles this year! Almost as good of a scam as the internet sales tax.

This state..... I might actually listen to my wife and move. When does it stop I guess. Is it the citizens fault that this state cannot run on a budget and have made bad decisions for 30+ years.

The unfortunate part is people will say vote. Well in Illinois that does not work. Madigan is going no where for the foreseeable future.

I wonder whether there really has been a significant drop in gasoline usage or if this is just a smokescreen to introduce another tax. For every Prius and Tesla out there, there are still gas-guzzling pickups, minivans, and SUVs that people have been buying in droves thanks to lower fuel prices.

I moved down to GA, and their emissions testing is privatized so you have the pay 15-25 bucks for it. But there are places everywhere for it and I have never had to wait in a line. I'd gladly pay it over having to drive to Crystal Lake for it.

Somebody should mention to Cullerton that people are leaving Illinoise because the state he helps run is terrible. There are fewer cars overall on the roads here.

If your ratio is right, that would still be a 4-5% drop in gas tax collected in that demographic. But the bigger problem is on the whole, cars are just getting more efficient. Added with people are returning to full sized sedans over the 8 passenger Durangos.

I waited a grand total of zero seconds to get my emissions tested in Markham on a Friday afternoon and was the only car there the whole time. Just go to an urban hellscape and it'll go quick.

Milwaukee has emissions test but not the state.

They would take away half the states trucks if they make them take a sniff test.
