Its the 90’s and there isnt anyone close.

If you took the best 25 movies of the 90’s, and the best 25 movies from every other point in history, the 90’s list easily prevails imo.

70s, 80s, 2000s, 2010s could be close. I’d lean the 70s. But like half the good movies ever made came in a 10 year span.
