Not having looked up comps I would say that is a fair deal. Certainly, cheaper than bidding open market on a new guy.

The open market was a rough place for veteran cornerbacks last year and Tim Jennings avoided the unknown of free agency by signing a four-year contract with the Chicago Bears on Thursday.
Jennings’ four-year deal secures him through 2017 and one veteran agent that has reviewed the contract said he’s not certain if Jennings could have done better on the open market because he’s 30 and that is often a magic number for teams when it comes to contracts. They don’t want to sink big money into players on the wrong side of 30.

The contract is worth a total of $22.4 million and includes $11.815 million guaranteed. It’s a flat contract meaning there isn’t proration moving forward. Jennings earned $4.6 million this past season after maxing out the $7.6 million, two-year contract he received in 2012. That contract included only $2 million guaranteed but Jennings has been to a Pro Bowl since and was one of the few bright spots on a disappointing defense this past season.

Here is how it breaks down, according to a source:
