It's telling that they've scored more than KC in the 4th quarter. Pretty clear that it's mostly garbage time for the Bears and running out the clock by the Chiefs.

The current NFL rules almost force teams to play what used to be called prevent defense when they have a lead. Not sure if it's because they want more scoring or if it makes the QB's more marketable, but if a defensive back touches a QB or a WR in the fourth quarter, especially if the QB is Rodgers, Mahomes, or Brady, there will either be a roughing the QB, illegal contact, PI, defensive holding, or personal foul called.

This forces teams to play soft and allow completions in front of them and make sure they avoid costly PI calls on deep throws.

Many of these calls seem reputation based, kind of like the bailout calls the NBA stars get. Teams that have a reputation of sucking of offense rarely get these type calls, but benefit from the easy passing yards teams give up when they have a big lead.
