That's dumb if that is the rule.

If a millimeter of the ball crosses the goal line, it's a touchdown. If one small fraction of your shoe touches the sideline, you are out of bounds. These same type of rules should apply to the line of scrimmage.

Illegal Passes. Any other forward pass by either team is illegal and is a foul by the passing team,
