Angelo needed a punt returner; I look at the Hester pick as a "now" pick. While it's certainly true that early-round players often develop over time, you have to consider the Bears' situation, and the position. Considering the fact that the Bears were a top NFC team last year, and that they badly needed to address the punt-return game, I think it was a very wise utilization of the pick.
