What was the rationale for keeping him on the roster for the 4 games? Were the Bears required to do so?

I'm sure it's a union thing. They probably couldn't cut him while he was suspended.

I doubt it. They signed him knowing he was going to be suspended.

Maybe they planned on keeping him, but because they have so many unhealthy defensive backs, they had to free up some roster spots for more immediate help.
