The Illinois Prison Review Board Chairman, is planning to talk with the Chief judge at 26th and California Paul Biebal Jr., about allowing Shermain Miles into a specialized program for offenders with mental health issues that would include supervision but release her back into the community, rather than complete her jail time. This is a woman who at age 51, has amassed 396 arrests already. She had been released in 2011 from a 6 year term for robbery and was sent back for violated her parole by chasing after and assaulting an Alderman (James Cappelman of the 46th ward) she was sent back. She has apparently conned this guy Monreal into thinking she may be a changed woman worthy of another chance. She may have mental health issues, but she refuses to take her medication, even in prison. Anyone that can be conned by the likes of this one, shouldn't be in the position of Board Chairman.
