My understanding is that this is used for international travelers, comparing their Passport photos against their face live and in person.

The state of Illinois has a copy of you mug from when you got your driver's license. If you've stepped into any decent casino, every other casino in the states have access to your face to make sure you're not banned.

I don't like the idea of it any more than anyone else, but it's not like this is some heretofore unknown leap forward in surveillance technology.
