I think they are weighing the damage and lives though. Do you expect the police to go out there and start shooting and beating people? That won't solve or stop the rioting. How many police officers is it worth putting in harms way on nights like last night? I don't think it's a license to destroy as much as a how do you stop it without costing lives and causing more tension between the groups. It doesn't sound like many cops or people were killed or injured (by each other) last night. I think that's a good thing.
