I understand the being truthful part, and you did right in that respect. It gets a little fuzzy when you start with opinions. I'm not up on employment law (and maybe you are) but I think that the general rule is, as Bambi said, "if you don't have something nice to say, don't say nuthin' at all." Your recommendation, or lack thereof, will come through loud and clear anyway and you can't be accused of sabotaging his career.

Nas, I work within a small community. Most of us tend to know each other. Reputation is important. I do not vouch for someone that cannot spell "second". I do not vouch for people unqualified for their job. I happen to know plenty of these technicians at this Dallas based telco because they're my primary vendor for Dallas/Richardson. I will not stake my reputation on a moron who cannot do the work he will be assigned.
This man has no business working in telecommunications. He struggled with every daily task he was given and performed poorly routinely. He lied to his new potential employer.

Some asshole like you gave him a recommendation to us and it was an awful experience. We lost customers over this guy. As noted in posts above customers refused to work with him because he was an "idiot" or a "rube". You would recommend that guy?

Again Nas, no one stuck anything to anyone. He lied to his potential employer. They found out by asking me a specific question that he lied. What about his Karma for lying on his job application? You still think he deserves another chance given that he's lying before even getting an offer?
Well, this does affect my employment, Nas. He's applying to a company that contracts for us. He was let go because he got enough compalints from customers and customer cancellations based on his poor performance.
I am a professional with a professional reputation. I don't lie to "help". I am helping this company by telling the truth.

You don't know the issue like I do. I know how the RIF lists were created, and why the cuts were done the way they were.
This particular individual was on a PIP for three months. That's a Performance Improvement Plan. He was "talked to" nearly daily, at minimum twice a week. His boss and I are the same rank, and we have to work closely together. He has often needed my help with this guy. He was untrainable. His reports were filled with poor grammar and his communications to our customers were completely unprofessional a good 90% of the time of better.
It's hard to fire people in Texas from what I hear. You have to go thru a whole process. The PIP was just the first step. There was something about us having to send him to some remedial classes too. We can't have that. There was a reason he was the very first guy RIF'd.
I know you don't work in an office environment. Yeah, he was RIF'd but trust me, he was fired.
Now, I'll step away from my drugs if you step away from your bottle. Fair trade?
