there's probably too much money involved in weed in the states that haven't gone the route of california ("hey doctor that whooping cough is coming back...") or colorado ("fuck it let's make some tax $$$")

case in point = i can tell you that in the city of chicago weed is grouped in with controlled substances (as most of the laws/fine-print says CONTROLLED SUBSTANCES (i.e. your coke heroin LSD PCP aka "the hard shit") OR MARIJUANA when you get into stuff like, say, where a vehicle impound for even so much as "attempted purchase of CONTROLLED SUBSTANCES OR MARIJUANA") = you're essentially paying at least $1250-1350 to get your car out of the giant impound lot by sacramento/western and grand.

i've figured out that theoretically if a cop really doesn't like you and they wanna fuck your shit up they can basically pull you over and say "hey we saw this guy/gal here attempting to purchase marijuana from a couple [balck?] guys in hooded sweatshirts who ran away" and then you'll face the $1250+ impound costs to get your car out of the impound because the fine print says it's ATTEMPTED/possession of controlled substances and/or marijuana. and then even if you're found innocent in a bullshit case good luck fighting the impound costs cuz all they gotta do is say that the officer had "probable cause" or "reasonable [something]" to merely arrest you / impound the car at the time and it's their $1250+ forever and ever.

and of course i'm also pretty sure that you could be piss drunk driving the wrong way down a one way street buck naked with a diesel stereo system bumping music at 150 decibels while you're screaming FUCK THE POLICE!!!! trying to at least delay a pull-over and it might be something like $300-750ish to get your car out of the impound lot. but then again you can merely CLAIM that someone was ATTEMPTING to purchase weed from someone who "fled the scene" and it's a minimum $1250+ #WhatAWonderfulWorld, eh?

TLDR = there's too much money in WAR ON DRUGS, INC. to change this shit around and cost everyone a few easy bucks until we're further down the road where i sure hope that legal weed en masse = some kind of a tradeoff for the police/surveilence state
