Most were privately owned and operated in my old stomping grounds. Owners were responsible for upkeep. Public lands were leased iirc.

The mountains and land, perhaps yes, but the lifts themselves are typically privately owned by the ski resort owners.

Different concept, though. You're looking at ski lifts as something that gets someone from one public location to another. A ski lift is more attributable to a roller coaster. A device that moves people within the confines of a private location.
