The City of Joliet insists the project is a urine-stinking, crime-ridden “blight” on the community whose long-term safety and re-development can only be secured if Judge Charles Norgle forces the owners New West and New Bluff to sell it to Joliet under eminent domain.

But the owners, the tenants and the federal government all say that Joliet deliberately overstated the project’s problems so that city officials could snag the keys to potentially lucrative land near Harrah’s casino.

Evergreen Terrace has been transformed and crime cut by 75 percent thanks to a recent $5 million federally-funded makeover that the City of Joliet fought to stop, they say, alleging that Joliet’s real problem isn’t with the building, but the people who live there. Around 95 percent of the tenants are black, they say.

A dozen tenants watching proceedings Thursday gasped as Assistant U.S. Attorney Kate Elengold alleged that Joliet councilman Tim Brophy was speaking for the City when he allegedly said that the project’s tenants were “rats from the Robert Taylor homes” who needed to be removed.

Elengold, who is representing the U.S. Department of Housing and Urban Development (HUD), also said evidence will show that either former Joliet Mayor Arthur Schultz or former city manager John Mezera described the 700 tenants as “prostitutes,” “whores” or criminals who would “go back to Chicago” if they were evicted and given housing vouchers.

The city has said that any displaced residents will be given vouchers to live elsewhere, but tenants and their supporters say there aren’t nearly enough empty homes in Joliet that accept Section 8.

The fate of the case may hinge on what evidence Norgle decides he can consider. The city, which presented photos of run-down Evergreen Terrace homes taken when it first filed for eminent domain in 2005, says any repairs or improvements made since are irrelevant.

But HUD wants the results of the $5 million revamp it paid for taken into account. After it showed photos taken this year of the new-look project, Reena Bajowala, an attorney representing the tenants said Evergreen Terrace units weren’t just somewhere to live, but “a home and a community and a sense of security,” for residents.

I haven't been to Evg Terrace, but I definitely understand. When I was helping Tyra find a place, I told her that if any apartment listing said "Section 8 welcome", it should immediately be taken off of the list.

Move the real bad dudes to the "hill" on the east side of Joliet, let the seniors and disabled that are at Evergreen Terrace stay where they are and have a nice place to live along the river.

I sometimes have to go to the Will County Courthouse. As soon as you get within a few miles of Joliet, a gigantic black cloud of depression almost completely engulfs you. There have been several times when it was so bad that I almost felt compelled to drive my vehicle at full speed into an abandoned building.

You're saying the section 8 housing in Downers Grove is different than the section 8 housing in downtown Joliet?

It's not a chance a young women living by herself who doesn't know the area should take. Not every Section 8 housing place is bad.

Is it? I honestly don't know. I know a few of the students at my son's school live there. They aren't bad people or prostitutes. They have a tough time with money but they are nice, have a mostly similiar life and values as mine, etc. Classmates do what they can for them. I know there is trouble at South HS occasionally but mostly it's pretty good around here.

Joliet is pretty diverse, isn't it? This isn't a racial issue but more of a class or morality issue. The question is not who is to blame, or about hate, it's how can we correct it? I'd also think the casino has a lot to do with it.

My section 8 story. The ubiquitous " guy I work with" or rather guy I would work with if he ever fucking bothered to show up ( and by not showing up I mean no more than 5 to 7 days a month , thank you liberal use of FMLA and various other issues he allegedly has) routinely throws away better than 6k a month in earnings by not showing up. Reason why? well apparently he lives on the sly with his baby momma and 3 young'uns who receive Section 8 housing, welfare , etc because she is a "single" mom. Brags about not having to come to to work because of this situation and only has to earn a couple hundred dollars every couple weeks to be able to pay the rest of his bills. Rumor was sometimes he works as a fucking food delivery driver in DeKalb for some outfit when he runs low on cash rather than work his actual job where he would earn more in a day than in a week as a delivery driver .Often wonder if I should drop a dime on him to the authorities to check out this situation because he would earn plenty of money to support those kids and girlfriend off the dole if he would get his fucking lazy as into work like everyone else has to.
